Hello everyone its the matter of happiness that HLCIT had kept IT policy 2067 in its websites. http://hlcit.gov.np/cmsimages/file/download/IT%20Policy%202067.rar
This IT policy is revised policy of 2057.And the IT policy 2057 had been Dismissed.
In my view the policy is better.It had include policy on e-Commerce,e-Payment,Outsourcing,enhancing free and open source software(FOSS),etc...
One of the point says:

"८.१२ सूचना प्रविधिमा निशुल्क तथा खुला श्रोत (Free and Open Source) एवम्
खुला मानक
(Open Standard) लाई सार्वजनिक एवम् निजी क्षेत्रमा प्रयोग गर्न प्रोत्साहन
गरिनछे ।"
They think free means free of cos t "निशुल्क"which is one of the lagging part of policy.We should let them know what actually is "Free" means..
